Something that is backed by the telcos can't possibly empower consumers, give them more access to technology, and lower monthly bills.

The bill itself is specifically designed to remove power and technology from the people by preventing competition. This in itself raises monthly bills, not lowers them. They may have sugar coated it with a statewide franchise, but they certainly are not doing anything for the consumer.
