They'll probably say that Usenet was a service provided to their customers free of charge, so they won't have to offer a reduced fee.

It's always fun when companies try to pull that crap. Would their customers have had Usenet access (previously) through Rogers if they were not paying Rogers for it? Of course not. That alone proves that it was not a "free service."
