Earthlink's American-based outsource receive payment of approximately $9/hr [San Antonio and Omaha outsource]. Considering that Earthlink is billing the outsource company at a rate of $12/hr, I'd say that [combined with what I've seen in my own experience] most contract employees see about 60-80%. I'd tend more towards the low side; Earthlink tends to have higher pay than comparable companies.

Or, unless it's a salaried position for which the individual engagement rates vary and utilization varies week to week.

Unless we're talking a fresh college grad working for a large national firm that's billing $150/hour and paying peanuts or a position where work is not constant (10 or 20 hours/week max), that shouldn't be the case. As a software developer (consistent 40+ hour weeks) I contracted from 1993 to 2001 and depending on the firm, I was directly paid anywhere from 50% to 70% of my rate. This is with 401K matching and benefits.

Consulting companies certainly get a decent cut but unless it's a bad deal (like my Indian associate or the college grad) or a low utilization position, the worker generally gets a fair share of the billable rate.

Umm... What percentage do you think a US citizen gets as an employee of a consulting company? The only way a consultant ever sees more than a small fraction is if he's a direct contractor (i.e., 1099'ed directly to the end-employer).
