Remember that big notice on all of your purchased VCR tapes and DVDs? The one that says (in part) "The FBI investigates allegations of copyright infringment..." All that would seem to be needed is an "allegation" from the copyright owner. Then the FBI ~~reads the threads at BBR~~investigates and takes them to court on criminal charges. The outcome of that trial would then lay the foundation for a civil suit - and a guilty finding in the criminal case pretty much sews up a civil suit, or makes the deSfeOndaNntY settle rather generously out of court.
