Did I miss a speed upgrade?

I usually start large downloads and go to bed but I'm downloading Visual Studio Express from Microsoft at 690 - 770KB/sec now and that just seems fast to me. There was a comcast truck out here a few days ago but I just thought they were hooking up tv for a person in one of the apartments here.

I just got my bill and it doesn't mention anything about upgrades and I have the $42/month plan. I'm not complaining or rubbing it in anyone's face but is this the normal speed for this tier?

I thought that the speed upgrade posts were people catching up to the 3meg tier, I didn't see that everyone went to 4megs.
