| Pretty certain as they haven't done it with DSL. It seems to me ISPs cap because of bottlenecks, not overall traffic at the headend. Cable's topology lends itself to costly bottlenecks in the field so they cap or have tons of trouble when they try to offer their dense subscriber areas 10Mb+ service.
