I think that it will depend on price, and if it works in areas not served by DSL or Cable. The only people that may fear BPL is DirecWay satellite.

Here's how I would see it working out.. this is PURE SPECULATION ONLY!
LADWP: $20/month for 1Mbps/128kbps (
SoCal. Edison: $75/month for 512kbps/64kbps, in between rolling blackouts, or in my neighborhood - monthly outages.
