On all of the above utilities, they are monopolies in the their own right and as such there is not any competition. In this case you have two companies competing for business, and on the verge of spending billions to upgrade their networks. They are both migrating toward ip-everything. A project like this undermines both. So instead of competion between two, you would rather have a muni monopoly.
