the problem is odd.
lights on modem indicate no loss of cable modem sync
you've used different router and pc.
here are my suggestions
you've mentioned that you have vonage. If the vonage box is in line between the modem and router, i would suspect it.
If the vonage box is in line between the router and pc, I'd suspect it.
If the set up is cable modem-->router---then one line to pc and other to vonage.... I would stop suspecting the vonage box, it shouldn't be able to interfere if connected this way.
The other possibility is that your ethernet cord(s) are going bad (bad connections, etc)... OR that the ethernet port coming out of your modem is bad.
