But one of the major issues of that bill was that they could just choose to offer services in only one part of town and forget about the other. Under Texas law if they offer service to a town they must have plans to set up the whole town not just the target rich areas. Plus in Texas the governor has almost no power so he could not seize the franchise fee to balance the state budget.. in fact the state must have a balanced budget and have it certified as balanced by the state comptroller before it can be passed.. |
