Voter turnout has been decreasing, and I would hope our government would be concerned about that, because if they're not, I would question their motives! If they're not, why not let them keep the jobs they have and train other people? If we have to train someone, it might as well be someone who really wants to do it, rather than forcing soldiers to do it
