Sound more like this is a replacement for lost revenues due to decline in the number of landlines.

This may well fuel growth of prepaid cellular. If there's no "phone bill", its hard for a city to tax it. Users can easily buy the recharge vouchers over the internet or outside the city.

ATTWS/Cingular GoPhone users would tend to disagree with you. My GoPhone service, which is prepaid, is $39.99 plus $7.18 in taxes and "fees."
