to improve upon your idea, last i heard, POTS lines are supposed to constantly have a dial tone regardless of whether service is activated on it or not. difference is, if not activated, only basic 911 access and (sometimes) calls to the phone company's customer support/etc. numbers go through.
You are correct. At least it has worked this way in my experience.
