First Time Warner and Comcast are Competitive LECs not Incumbent LECs.

Second SBC wants to over turn the public good part of the Telecom act so they don't have to install anything beyond copper in areas that they deem economically unfit.

Three by doing this they can charge the customers and telcos in those areas more fees because they will say that is cost them more money to service those areas.

Four SBC and the other Regional Bells have been lobbying in the telco world that there is competition and the FCC should let them buy their biggest competitors MCI and AT&T to compete with the Cable companies. The limiting factor in that argument is that a Cable operator dose not have a contiguous network like the Telcos by the nature of the cable business. Time Warner by far has the biggest Telco network of all of the Cable companies but not like other of like sized Telcos.

And lastly, any thing that a RBOC wants for the telco world is in their best interest and not of the consumer or competition. Let see.....SBC buying AT&T who had the best telco legal team that helped competitive LECs to get a foot in the door the second best legal team was MCI's. RBOC have charged CLECs from 100% markup for collocation power to hiring mathematicians to create a operations cost models that only mathematicians can understand after one year of analyzing the data and then it is still a mystery why they charge what they charge.
