Since when was Cable supposed to support Telco?

Why should a Cable company drum up support for telco deregulation? I don't understand why SBC are complaining... it's not like Comcast and TWC are telco companies.
If SBC want to drum up support for it, then they should do it.

Comcast and TWC offer telephone service (in selected markets), why shouldn't they be considered telcos.
