Is this a POTS-;ess offering?

Somehow I doubt that Verizon broadband customers are being let out of the POTS requirement for their broadband so I do not understand why someone would buy into a VoIP from them in the first place.

Buy POTS to get broadband. Buy broadband to get VoIP. VoIP isn't needed since you have POTS.
