Check your TOS, and it also depends on the plan and the State that you are in.

 They're more strictly regulated by tariffs. If the limit isn't in the tariff, then it doesn't exist. VoIP is only governed my truth in advertising regulations which Packet 8 clearly violates by advertising that the service is unlimited while it's clearly not and clearly not disclosed in the unlimited calling advertisements.
