Maybe some cable systems are slow but not Comcast. 99.999999% of the time my Comcast connection downloads at least 6000 kbits and uploads at 720 kbits (real throughput, not some flakey speed test). I've never seen downloads drop below 5900 kbits. And I'm out in rural America where DSL fears to tread!
