HD-DVD and Blu-Ray can support anything because the arrangements of the bits are irrelevant to the disc's physical format. HD-DVD uses 35GB and requires very little retooling work to be done in manufacturing to get the drives out. Blu-Ray uses 25GB on a single layer disc and 50GB on a dual layer disc and requires some changes to existing factories so they can manufacture the drives.
