1. if you want to talk (and annoy people) you will have to connect through the mini transceiver/picocell on the plane so it will be as expensive as the AirPhones in the seatbacks (so the annoying people shouldn't be any worse than they are already with AirPhones)

2. if they lift the ban we'll be able to use our SmartPhones and PDA phones to play games, listen to music, read e-books, etc. without the flight attendants forcing you to shut it off and put it away
