"5.6% in regions with competition, 3.6% in regions without" this is backwards from the article... or am I crazy?

The article puts the cost increase at 3.6% in competitive markets and a 5.6% increase in non-competitive markets. The abstract here on DSLreports has the numbers reversed.

Looks like it has been corrected. Thanks to the editors/mods for this and all the stuff you do to make DSLreports what it is
