well they work as a reviver/sender to cells, so they should be able to work the same way tower to tower.

Yes you can call 911 with a cell phone. However...
-Cell calls are not always routed to the correct call center causing a delay in response
-Not everyone knows where they are all the time
-ALI (Automatic Location Information) information is not even close to being well integrated with our cellular systems and CAD software
-Large scale dispatch centers often use phone lines to transmit the voice signal to remote transmitters to cover that large area

If there were a loss of life or property, and response was delayed because of this individual's actions, they would be liable for those events, civil and criminally liable.

BTW, when your state runs a ballot issue for integrating automatic location information on cellular systems, vote yes.
