I don't care as much whether my 3mbps pipe is increased to 5mbps or 10mbps or whatever. I care more that my bill is $45 per month. I'd rather pay less (say around $20 less a month) to get lower speed (e.g. 1.5mbps) than pay the same or more to get more speed.
