What's strange is that the symptons you mention are not those shared with others using a good broadband connection

For instance I see none of the three. My only VQ complaint is that P8 sounds a little "sharp", maybe better described at "metallic" as compared with a very good POTS line. But I have none of the break up, muffled or static type interference you mention.
