I forgot to mention that I have done a direct connect eliminating the router and computer(any spyware for instance) and experienced the same problem.

Download and run ping plotter and Belarc Adviser, then post your results along with your ISP, connection, network config...
Some one here will then probably be able to help.

Next time I'll make sure that I ask someone to use Belarc Adviser to just show the ports that maybe blocked!
