What happens when you have trouble reaching a particular site?

In this recent Comcast Forum topic:
»Problems connecting to Citibank with Comcast

Some customers having trouble reaching their bank were instructed to disable their firewall. I'm not sure it helped, but it didn't seem like a very security-conscious suggestion.
