Actually, the FCC press release, Jeff Pulver, and others seem to indicate that it includes VoIP provided by cable companies as well, even though a lot of VoIP via cable companies (including anything PacketCable) isn't "nomadic" but tied to a fixed physical location and a specific broadband connection via use of an integrated cable modem/ATA device.. Without actually seeing the MO&O for myself (it isn't on the FCC web site yet) I can't say for sure what impact this has on cable VoIP, though...
