You should keep your alarm connected to a pots line. However:
After you test your alarm, ask the cs operator to check the paper tape (actual signals sent and received). Most receiver systems allow the operator to see this on their screen. They may see something like ~8 or ~15 error reports for every alarm sent. This would show that your alarm called ~8 times (Max # of attempts programed into your alarm panel) and attempted to transmit its signals but the receiver didn't like the timing of the signal and therefore did not give your alarm system the OK kiss off signal.
Another thing that might be happening is that the receiver may have previously received errors from your #, and may have been programmed to block calls from your CID. You can connect a phone in parallel to your voip box, trip your alarm, and keep pushing the flash button until you hear the alarm system calling the CS. Listen to the call. You should hear the signals and should be able to get an idea of how many attempts (individual calls to the cs) your alarm system is making.
Don't forget; you can ask the operator to put you through to a tech once you have narrowed down the problems.
Also, you will have better luck if your voip provider supports fax. I see that VP might in the near future. Call them, explain what you would like to do, and see when they might start allowing fax transmissions.
