I never really thought about it but...

why steal a nuclear weapon and go through the trouble to plant it in a highly populated area? Why not just hack the defense system of a nuclear-powered country and launch yourself an ICBM...

I don't know what the Soviet system was like, but the US launch system had so many checks, balances, interlocks, and human decision points that it was questionable that they'd be able to launch even if a nuclear war *did* break out. The launch bunkers and missile silos are on their own internal communications network, and there is nothing even remotely resembling an internet connection to be seen.
