if you read some of my posts this is the same solution for the kiddy porners, just a little variation.
track them down,one by one, beat the hell outta them, take their hardware (most spam machines make great game/ftp servers), after you get about 50 of them they should stop, if not, continue to trackdown and brutally pummel each one till it stops, or you run out of space to put their hardware (like that's going to happen)
Problem is, spam servers are all over the world, or they use open relays. You go after X10 or whoever is spamming, and the illegal spammer doesn't get hired.
