Re: ADSL TWEAKS FOR NEWBIE FOR WINDOWS ME i called that number they transfered me to pacific bell the guy said he had never heard of a line cap and that he was unaware of any such practice. he had me empty my temporary internet folders and then hung up. here are my new tests after that:
