Not hard and they can't exactly ignore it. As for laws, how the hell are you going to enforce it? We have more than enough laws, just ISPs that don't give a crap about enforcing their own TOS/AUPs. When these lamer ISPs get blacklisted (eg for spam), they'll start paying attention...and when they do they'll police their own subs.
