anon : I installed a new version of TotalAccess2003 (2_92 Lite) so I could have the popup blocker and found that my Internet Explorer Favorites no longer showed up in IE's Favorites menu and cookies were gone. Netscape Messenger no longer showed my mail (thankfully, I mostly use Eudora now, but still).

Mind you, the files were all still there, but IE wasn't seeing them for some reason--some configuration stuff had gotten clobbered.

Anyway, after some thankless attempts at solving with Earthlink tech support, I waited on the phone for a Level 2 tech. As I waited, I remembered Win XP's "System Restore" feature, which allows you to rollback changes, going back to a previous date's configuration. There was a checkpoint from Sunday, so I rolled back to there and, voila, the favorites and cookies are back (Netscape is still hosed for some reason, but I can live with it for now).

The moral of the story: caveat installer. It might be better to get some other, less intrusive, popup blocker program that only does popup blocking off of download.com or wherever.
