But why just WISPs as battleop states? Isn't that the government picking winners and losers?

Are the cell companies 'winners' simply because they had the money to bid on their spectrum? Being rich doesn't mean you have the best plan... only that you squeeze the most out of your customers. I wouldn't have a problem loaning spectrum to WISPs with the agreement that they make certain progress within a given time frame or lose the spectrum to someone else.
