Carriers like AT&T and T-Mobile can easily achieve better than 3Mbps on 3G, but EVDO that Verizon and Sprint use for 3G is much slower than that. It's actually one of the main reasons Verizon has such a push to roll out AT&T, because their 3G network, while strong in coverage, is terrible in speed.
