I'd have to agree with you there. I don't remember Qwest being this bad.
We had a solid 7mbps link back in 2005-2006 when it was Qwest. Recently, I decided to get our line back as a backup and their highest option was 5mbps (no idea why). We have been EXTREMELY disappointed with constant retraining and terrible signal levels. I'm thinking of ditching them completely and going with someone else.
