I thought that was a limitation Apple placed on GMaps awhile back.

It's always been an Apple app. It was a license decision by Google. You can suspect they were trying to cripple iOS to benefit Android, but you never know.

If Nokia has Navteq, it's probably exclusive and Apple wouldn't have been able to.

For what it's worth, Navteq is by far and away a better option. Apple got second fiddle on this one.
