It all depends on how much Verizon is willing to pump into making existing bands more efficient. Splitting 700MHz cells is a nightmare if done incorrectly (less coverage, angry users). Refarming PCS and CLR decreases 3G/voice capacity. So the easiest way to increase capacity is to grab even more spectrum.
