Verizon FIOS is 15/5 and available without contract. The current Triple play promotion is $99 ($5 off if you order online) and no contract. 6 months free DVR and HD and SD receiver. They will give you other perks if you sign up for a year or two but not required to get the price above.
I have Cablevision 15/2 and a DOCIS 3 modem. As you said YMMV but it still sucks. There are 300+ apartments in my complex and we are probably all on the same node. It is better with a DOCIS 3 but still very up and down speed wise.
Verizon has done some work (all the conduit) recently but hasn't come back yet to pull the actual fiber. I will be one of the first to jump. My Cablevision deal is up on my October bill. I can't see spending $150+ for substandard Internet and over compressed TV.
Yonkers had their little mishap when a contractor broke a water main... It's a foregone conclusion that while the Northeast is brimming with fiber, upstate NY needs more new conduits!
