He probably just bought at a different time, when a different promotion was available, in a different zip code, and he probably negotiated a better deal, i.e. with retentions.
Like it or not (I certainly don't), broadband and pay-tv pricing requires the customer to act in his own best interest, and be savvy consumer. People who count their pennies take the time to inquire regularly, as to "what's available", and renegotiate their rate-plan whenever it is most favorable. For others who may not pay as close attention, they may end up paying the rack rate (list price) when their initial promotion expires 3/6/12 months later. Mark your calendar!
