Those must be some looooooong YouTube videos. Seeing as how 1 Mbps video (YouTube is less) is 7.5 MB per minute. So 250MB per month spread over two videos would be 16+ minutes per video.

A 20 minute 720p video on YouTube is about 350mb

Also on a 8.9" screen( and especially a 7" screen ) can one really tell the difference between 480p and 720p? Let alone 1080p?

The answer to this question is a resounding "yes", particularly on a 1080p (actually >1080p) 8.9" screen. However on that sized screen, 480p is also watchable.
