Oh, don't fool yourself; they'll try if given half a chance. Remember the Communications Decency Act? That thing was as harsh a law as they come, and it took the Supreme Court to kill it.
Also look at some of the anti-indecency laws that came out of Congress in the '80s and '90s. Jesse Helms was always pushing one bill or another, and several actually passed, but, thankfully, the Supreme Court ruled against them.
