That method is in Washington ,as well as utilities or other gov't/citizen owned agentcies building and owning the network, however the actual ISP you connect to over that network must be a seperate non-gov't orgainization, something like Utopia runs.

Citizens could form a not for profit co-op, and run it as an ISP over the network, competing with the other (purely private, for profit) ISPs.
