And if somebody has a spoofing app, could one not rack another user's bill up by using their cell number and flood the coffers of either candidate?

Spoofing would not work in this situation. The carriers know which number a text is truly being sent from, the "reply-to" field typically used in the SMS PDU for spoofing would not work.
