Reread the thread. NO CAPS NO THROTTLING on this new plan, just no hotspot.

I don't see that being "throttled" to 3G speeds would be a problem since they are mostly the same speed in the Phoenix area. In some cases 3G is actually a little faster. In most areas 4G speed runs about 5mb while I have seen 3G go as high as 7.6mb. If they actually switched you to 3G that would be even better since there is much more 3G coverage everywhere than there is for 4G. |

It's been established his phone, a samsung is the first generation 4g, aka 14.4Mb downstream max vs. the new offerings of 42Mb/s down max. He's not running a full dual carrier HSPA+ phone. Just a glorified 3g phone. His speeds are normal for his phone.

That makes a lot of sense.
If you only want a phone to talk/text on, why bother paying for internet access? Generally that's what the 50 plan is for.
Those that usually want more internet would want to get a package containing a lot more (in your example, that would be the $60 Unlimited Talk/Text/2GB monthly 4G plan or the $70 Unlimited Talk/Text/5 GB).
Or in this case (of the actual story), you would pay for x minutes (500 or Unlimited single line, 1000 or unlimited for a family plan), and then add such a data plan, like this $20 (value) add on that gets you Unlimited, non-tetherable data.
I could see such a plan being quite useful in conjunction with a huge screen phone... (Galaxy S2, Galaxy S3, Galaxy Note all spring to mind, as well as the rumored HTC One X+...) Replace the travelling tablet with a phone, watch movies and stuff from your phone without ever having to worry about being throttled. They may be killing off the ability to tether with this plan, but not the ability to output your phone to a television...
