It's not, but the never ending licenses are not beneficial either. The licensing schemes need to be changed. They need to stop allowing squatting on lots of things at this point, glorified gambling is what it is. -- "It's always funny until someone gets hurt......and then it's absolutely friggin' hysterical!"
