Depends on the plan. Bell/Rogers/Telus do. But comparative plans by independents do not. Rogers 28/1 plan has a cap of 80GB($48), Teksavvy is 300GB($46/mo), unlimited is a bit more.

Not really. It's only a big issue in Ontario and Quebec - specifically, areas that have Bell Canada as an incumbent telco - and a non-issue in Western and Atlantic Canada.

My net connection is from Start Communications using Cogeco coax. I also have a 300GB limit.

A good % of the population of Canada lives in those areas do they not? So I'm to sure about the "only" part.

If ten million Canadians are a small enough percentage of the population to ignore, so be it. If it were me, I wouldn't be so "sure" about what I know when I found out I was ignoring a third of the population of Canada.

I guess it is a good thing that Canada's fastest growing cities are outside of Ontario and Quebec as well:

Calgary - 12.6 per cent (1.2 million people)
Edmonton - 12.1 per cent (1.1 million)
Vancouver - 9.3 per cent (2.3 million)
Toronto - 9.2 per cent (5.6 million)
Ottawa-Gatineau - 9.1 per cent (1.2 million)
Montreal - 5.2 per cent (3.8 million)
