For my own part... I find myself not that interested in local broadcasts (ABC/NBC/FOX/CBS/PBS) at all, and I can receive them all OTA at home. With the exception of major sporting events.
to expand outside of that- they have to go and battle prices with the content owners- Disney-ABC, Viacom, etc.
