there is some truth to this.

cricket does indeed accept flashed phones with bad esn's on sprint and verizon.

until recently both t-mobile and at&t also did nothing to block known lost/stolen phones.

my understanding is that we will soon have a nationwide al carriers combined blacklist.

what is interesting though is that it comes soon after the success a few big MVNO's like h2o, simple mobile and staightalk/net10 for the carriers to be interested in blocking phones. it seem they did not care as long as they are coming back to the original network. but if they go to a competitor different story.

also these blacklists are not only 'lost/stolen' they also include unpaid bills. also lots of phones are reported stolen(to collect insurance replacements) after they are sold by the original owners.

Doesn't that require police report to file insurance claim for stolen phones. I'm sure they are a few folks that won't hesitate to lie to officer's eyes under penalty of perjury but I don't think it is as simple as reporting something stolen to an insurance company and then getting money.

Yes, you have to file a police report to report a phone as stolen for insurance purposes.

exactly. carrier do not discriminate between lost and stolen when it comes to blacklisting phones. except that lost does not require a police report.
