I would think there would be decreased usage due to evacuations unless a shelter in place is ordered. Sometimes wires and equipment getting damaged by a force of nature is a good thing because it allows equipment to be upgraded based on necessity and not by a deadline decided by some paper pusher in an office somewhere.

Unfortunately, upgrades based on damaged equipment due to nature can be dictated by what is on hand, or readily available to restore service, and usually doesn't usually mean an upgrade. One of the reasons is that, in the case of telephone, there needs to be some type of matching equipment available in the central office and upgraded equipment may not be available in the central office. In the case of SONet equipment, the equipment replaced must match the rest of the ring, be it collapsed, or a diverse route ring.

It is not as simple as: Well, it is damaged, lets replace it with the latest and greatest.

What I mean is that when I get sent out to replace equipment damaged by storms or natural disasters, usually its with equipment that was slated to upgrade that area later on in the year anyway. All the storm or natural disaster did was push up the timeframe. Weither the new equipment is setup for the improvements or not is different, such as a new D3 CMTS installed being setup to run in D3 mode or simply run in D2 mode for now.
